Stephen Franklin is a fictional military officer and one of the central characters featured in the 1994-1998 science fiction television series Babylon 5. Played by actor Richard Biggs, he was introduced in the second episode of season one, "Soul Hunter", even though the actor was credited in the pilot episode, "Midnight on the Firing Line". Biggs was credited in all 110 episodes of the series, but actually only appeared in 87 episodes.

- Actor Richard Biggs passed away from aortic dissection on May 22nd, 2004 at the age of 44.
- Richard Biggs also appeared in "The Chicago Connection" of the police action/drama T.J. Hooker. The series starred actor William Shatner in the title role. Shatner is best known for playing Captain James T. Kirk on Star Trek. Ironically, Biggs' character on Babylon 5 is from Chicago, Illinois.
